You're very right! On both counts! Victoria is known not only for being a centre for strangeness, but also kind of a place that attracts heck and dang. Let's hope there's nothing creeping around, in the very next page let's say, that could be interpreted as ominous... ;)

One of the things about places that attract strangeness, is that it attracts strangeness. And strangeness attracts governmental attention.

Very true! Everything needs regulation in a state run government. That's one of the reasons the P.I.U exists in this world and why they're centred in Victoria of all places. But like you said, strangeness attracts the strange. And perhaps Mary's no exception in a place where strange has become an everyday occurrence? ;)

For the moment! This issue will feature a little bit of both. When it's done, you'll know everything that Mary knows. And at that point we'll all be up to speed and ready to unravel other mysteries. ;)
